"The Senior members of the Hong Kong Education Department respectfully desire to bring to your notice their extreme concern with the salaries recommended for Educational Officers by the recent Salaries Commission, particularly with regard to the following points:-

(ii) The complete lack of superscale posts other than
that of the Directorship of Education.
(iii) The differentiation in the maximum of the Masters'
time scale relative to that of other professions of equivalent status.
Such lack of recognition of the importance of educational work in the Colony is not only a cause of grave anxiety to serving officers but impairs the prestige of educational
A work and is likely to prejudice essential development. memorandum covering these points is being submitted, and it is requested that this is considered before a final decision is reached."
